What the Administration and Finance division does for Academic division, it also does for the Planning, Research and Extension Services division. Plans are of no use if they cannot be implemented. The short-term plans that have led to the transformation of Maseno emanated from a stringent financial management strategy instituted by the Vice Chancellor. Right now the University has embarked on the implementation of its Strategic Plan 2005-2010. The preparation and launch of the plan ushers in an era of planned and enhanced application of resources devoted to higher education. Emphasis is put on the core mandate of the University; teaching, research and service to the immediate and wider Kenyan community.

Prof. Joseph Sarima Chacha
Deputy Vice Chancellor.

Co-ordination of research, collaboration and linkages with Institutes of Research and universities has been given prominence as part of Maseno's mandate through the creation of International Relations and Inter-link Directorate. Through it, Staff and Student exchange programmes are coordinated, apart from collaborative research partnerships, university-industry links and the now established Professor Thomas Odhiambo Lecture Series.

Maseno University as a center for academic and R&D pursuits that is strategically located close to Lake Victoria is best suited to host and be a repository of data and information on Lake Victoria. Currently, Maseno is one of the key focal institutions for the implementation of the Kampala based IUCEA research programme on the Lake Victoria region (VICRES). The profile of Maseno in this regard is poised to rise in the short to medium term through partners such as ICIPE, Walter Reed and CDC.

Research and Technology Development is one of the principal missions of a University. It is for this reason that Maseno University has established the Centre for Research and Technology Development (RESTECH Centre). Its primary objective is to enhance the capacity to undertake research and technology development. In doing so, Science and Technology thus become a powerful tool for fighting poverty, food insecurity and tropical diseases. The University has also been engaging the local communities in technology dissemination in public health, enhancing farm productivity and sustainable environment management.
Commissioning of hotspots to allow for full internet access at the university has created an opportunity for staff and students as well as the surrounding community to network, learn, research and outreach all of which advertise the institution and its programmes.

Building partnerships and collaborations with other centers of excellence within Kenya and across the world is underway. In this context, Knowledge-based manufacturing companies occupy a central position in terms of product development, innovation designs and services.
The University Farm and Kisumu Hotel have continued to grow as key income generation points for the university providing the bulk of monies used for physical development. Mechanization of the production units in the farm and improvement of the business outlay of the Hotel are key factors in this development. Maseno University is looking forward to a much more orderly growth and expansion as the Institution positions itself to be “University of Choice for both undergraduate and postgraduate students seeking self actualization in higher education.
